Starts the 9.2.x branch (Drupal ~11.4-only). Bundles the FAQ module as a submodule (modules/faq, ported to Drupal 11) and removes drupal/faq from composer.json. Sets core_version_requirement/drupal/core to ~11.4.0, drupal/varbase_layout_builder ~10.0, and removes the vardot/varbase-patches dependency.
