Issue #3256029 by: Abdallah Yassin: Revise password policy

Changes:

• Remove password policies table.
• Make the password at least 8 characters
• Make the password policy apply to all roles including super admin
• Have a Password Confirm Suggestions Message settings from with a "varbase_security.settings" route
• Have a custom configuration that represents the default password policies
• Change the field widget on any user form with a password confirm field change but it will not affect the policies.
• Have a hook update to import new configs. and update from 6 to 8 if not changed
• Have an Update Checklist notice for importing the new config.
