fix: #3629373 Let editors see My drafts and Scheduled, and list Varbase workflow drafts

• My drafts and Scheduled were admin only. The publishing content view carried in !37 (merged) asked for the view publishing dashboard permission, which no module defines, so only the administrator saw it. It now uses access content overview, like Recent content.
• My drafts missed Varbase drafts. It only listed drafts of the basic_editorial workflow, while Varbase pages and blog posts use varbase_editorial_workflow. It now lists both.

Tested together with the welcome dashboard MR on a fresh Drupal CMS 2.2.3 install of Horizon Aid with the Varbase testing users: Editor, Content admin and Site admin now see My drafts and Scheduled.
