Move the role permission grants into recipes/default/recipe.yml (config actions only; module installation, entity updates, forced config imports and default content stay procedural, unchanged). Drop config/permissions/. Call the recipe at the end of varbase_blog_install() instead of ModuleInstallerFactory::addPermissions(). Same pattern as Varbase API / Varbase Media.
