Closes #3608535.

The statistics module was removed from Drupal core in Drupal 11, so its view post access counter permission no longer exists — the four role permission configs still granted it, logging Non-existent permission(s) errors on install. Remove it from config/permissions/user.permissions.{editor,content_admin,seo_admin,site_admin}.yml.
