fix: #3613296 Raise the AI Context global items cap before seeding so context items are never silently dropped

Fixes #3613296: before seeding, the installer counts published global AI Context items and raises ai_context.settings: max_global_items when the seeded set would exceed it, so the Figma rule items always land. Verified on a fresh Varbase 11 install (all 4 items seeded alongside ai_figma's 3).
