Release Varbase AI Default recipe 1.0.3 from 1.0.x, same shape as 1.0.2: composer.json version 1.0.2 → 1.0.3. One line.

Ships #3609154 (enable Varbase Recipes; drupal/core ~11.4.0, drupal/varbase_recipes in place of vardot/varbase-patches) and #3614566 (issue and MR templates). Sites on older cores stay on 1.0.2.
