fix: #3629855 Install Menu Block for the welcome dashboard's Add content block

Rajab Natshahrequested to merge
issue/varbase_admin_base-3629855:3629855-install-menu-block into 1.0.x

Issue: https://www.drupal.org/project/varbase_admin_base/issues/3629855

The welcome dashboard places the menu_block:content block, but the recipe never required or installed Menu Block. This adds "drupal/menu_block": "~1" to composer.json and menu_block to the recipe.yml install list.
