Issue #3620446: Fix the drupal/smart_date constraint to ~4.3.0

Issue: https://www.drupal.org/project/varbase_admin_base/issues/3620446

What this changes

"drupal/smart_date": "~5" → "~4.3.0" in composer.json. One line.

Why

There is no smart_date 5.x — the project's highest branch on git.drupalcode.org is 4.3.x — so the constraint added in #3620414 is unsatisfiable and Composer refuses to resolve anything that pulls varbase_admin_base 1.0.x-dev:

- drupal/varbase_admin_base 1.0.x-dev requires drupal/smart_date ~5
-> found drupal/smart_date[…, 4.3.x-dev (alias of dev-4.3.x)] but it does not match the constraint.

A working local Varbase 11 build resolves smart_date 4.3.0, and ~4.3.0 is the three-segment form, so it means that minor and its latest patch rather than the whole 4.x range.

Currently red because of it, on both the Varbase and the Drupal CMS install lanes:

  • horizonaid — horizonaid!64 (merged) (jobs 11924396, 11924412)
  • educare, varbase_starter — same composer require step

The recipe.yml half of #3620414 is correct and is not touched.
