Release Varbase Admin Base 1.0.0-rc3.

  • composer.json: set version to 1.0.0-rc3 and pin the drupal/varbase_recipes cross-dependency to ~1.0.0 for the release.
  • README.md: bump the version badge and its pipeline link to 1.0.0-rc3.
  • CHANGELOG.md: add the dated 1.0.0-rc3 section and its compare link.
