Varbase 11.0.0

First stable release of the Varbase 11.0.x line, on Drupal ~11.4.

The profile becomes the home for the modules, base recipes and
configuration removed from the site templates and the base recipes, so an
existing Varbase site keeps every one of them, including the seventeen
Ultimate Cron job files kept as optional config. Nothing in that set is
enabled or applied by the profile.

Every first-party dependency is pinned to a released version. No x-dev
constraint remains.

Needs a root at minimum-stability: dev, which Varbase Project sets,
because Entity Clone, Rabbit Hole, Ultimate Cron and Advanced Text
Formatter have no stable release for the major the profile requires.

to its released version.
