Adds a README line on opting out of Drupal CMS telemetry with $settings['drupal_cms_telemetry'] = FALSE;. A profile install does not read DRUPAL_CMS_TELEMETRY, and the profile ships no settings.php of its own, so the line is documented rather than written.

Also sets DRUPAL_CMS_TELEMETRY: "0" in the .gitlab-ci.yml variables, so CI runs opt out too. The current build and validate jobs install no site, so it takes effect once one does.
