Prepare the Varbase 11.0.0-beta1 release of the distribution profile: bump the composer.json version to 11.0.0-beta1, pin drupal/varbase_starter to ~1.0.0, update the version badge in README.md, add the 11.0.0-beta1 section to CHANGELOG.md, and add an AGENTS.md.

The whole Varbase 11 suite now supports Drupal ~11.4, adds reusable Canvas Patterns to Varbase Starter, keeps administrative components out of the Drupal Canvas component library, and ships a CHANGELOG.md + AGENTS.md and CI-on-tag release badges across every recipe, module, and the theme.
