Pins the profile's composer.json component constraints to their released versions (all Varbase 9.2.x components are now released) and adds the 9.2.0 CHANGELOG entry.

vardot/varbase-replaces pinned to ~9.2.0 (stable tag exists). drupal/vartheme_claro left at 3.1.x-dev — no stable 3.1.x tag exists yet.

The version bump / tag / release node are intentionally NOT done in this MR.
