Closes #3438858

Version 3.x of VAPN changed the behaviour when a node has no roles checked from allowing access for all to only allowing access for administrators. For some sites the work and/or training to switch to this is overwhelming.

This adds:

  • An option at the VAPN settings form to use the old behaviour
  • Uses ahebrank's patch as a basis to re-add showing nodes to all users. This will only run if the v2_behavior option is selected and no role has been checked for VAPN
