Draft: Issue #3301843 properly support multi-language

Changes to properly support multi-language in our Entity fields, View page & blocks, toolbar links.

  • Now we show only manual entries which are in the user's selected language.
  • Toolbar links are correct for currently selected language.
  • Order of topics displayed is now primarily by term weight rather than term name, so order is consistent across languages.
  • Manual entity name field is now translatable.

Further changes, since we added bundles:

  • Added 'Language settings' section so that admin can enable translation for bundle types.
