Issue #3484928: Add GitLab CI config file for pipeline setup

This commit introduces a new GitLab CI configuration file in the twig_casings directory. The file includes DrupalCI templates for main tasks, variables, and workflows, facilitating integration with Drupal’s CI framework. Additionally, it sets variables to broaden test coverage and configure PHP Unit testing options.
