Resolve #3249759 "Relocate task buttons"

Allie Micka requested to merge issue/touchstone-3249759:3249759-relocate-task-buttons into 1.0.x

This adds the moderation sidebar module. On node pages, it helpfully adds a brightly-colored workflow state to the toolbar and includes links for local tasks. I have removed local tasks from node pages so they don't create problems/distractions there.
