Issue 3150381: Allow TOC in block, when the node does not contain 'body' field

Closes #3150381

  • Remove test for $node->hasField('body') from TocFilterBlock.php blockAccess, which allows the block to be displayed on nodes that use alternative fields
  • Remove incorrect comment or does not contain a [toc] token return
