Do not run heavy search by translation requests

Closes DRUP-288. Put existing active TMGMT Jobs to the download queue. Download queue worker checks if translations are ready for download anyway (it does 2 requests: get TR + get TS and merges them into one object; this was implemented before as a part of previous optimization.
