Make block width dynamic. #3355457.

Gabriel Carleton-Barnes requested to merge issue/tidy_local_tasks-3355457:3355457_smart_width into 1.0.x

This makes the width of the drawer smart, so you don't get linebreaks for long tab names (that gets hard to read fast). It also means the width is smaller for standard pages like nodes in some cases, but this looks fine to my eyes. It could be adjusted easily to have a minimum width if that's desirable.
