Peter Epp requested to merge issue/term_reference_tree-3137046:2.0.x into 2.0.x

Adds a webform element that extends the OptionsBase element and uses the appropriate webform entity reference traits. Similar to the webform entity checkboxes element, but instead uses the checkbox tree element from this module.

Closes #3137046.
