Issue #3623587 by daniel.pernold: Port the hook_file_url_alter() implementation from #3577151 to 3.1.x

Add DownloadManagerInterface::rewriteFileUrl() and its DownloadManager implementation, and implement hook_file_url_alter() procedurally in stage_file_proxy.module.

The 3.1.x branch supports ^10.3 || ^11. Drupal 10 ships no Drupal\Core\Hook\Attribute\Hook class and no attribute-hook discovery, so the OOP implementation used on 4.0.x would be installed but would never run there. A procedural implementation runs across the whole supported range.
