Issue #3324329: Change how socialblue is requiring socialbase on 2.4.x version

We are currently locking socialbase requirements, meaning that if there is a new socialbase release we need a new socialblue release. This happened because in the past releases were not well coordinated and bugs happened due to unmatching dependencies between socialbase and socialblue.
