Draft: Issue #3442423 by agamich: Re-write gulp file and update gulp tasks

Within this Merge Request was updating gulpfile, gulp packages, and gulp tasks. After updating gulp scripts and gulp scripts tasks should re-compile all style/script files, because browselist(for styles), babel(for scripts) and some packages were update. Also here was added .bablrc, .editorconfig, .eslintrc.json/.eslintignore, .nvmrc files.
