Issue #3425350: Search page - add blue background for "No result" message

Problem/Motivation Currently, on the search pages if no result and the search input is empty, message 'No results' being outputs without blue background

Steps to reproduce

  1. Go to the some of search pages like /search/groups, /search/users, /search/content
  2. Click on the search search lens (don't input any text)
  3. If no result - you should see text "No results..." on the grey background

Proposed resolution Add a blue background for this text.
