Mainly focused on #3254517: 13.0.0 - Paying off tech-debt - Release plan which will be updated to show what is already done and what is left.

Note for issue #3386141: Update drupal/config_update from 1.7 to 2.0.0-alpha3 that we upgraded the config_update module to a newer version that required php 8.1. This fix makes is variable to also stay on php 8.0
