Fix Smart Date Remove button visibility for recurrence

Issue

#3630720: Don't display Remove button until there's something to remove

Problem

When the Repeat option is set to Never, the Remove button is displayed even though clicking it does not remove anything. This can confuse users about whether the entire date field will be removed.

Proposed solution

  • Hide the Remove button when Repeat is set to Never.
  • Display the Remove button when a recurrence option other than Never is selected.
  • Use Drupal Form API states to update the button's visibility dynamically when the Repeat selection changes.
