Adds drush commands for basic Sitewide Alert management and adds the ability to show newer alerts above older alerts.
The following drush commands were introduced: sitewide-alert:create, sitewide-alert:delete, sitewide-alert:enable, and sitewide-alert:disable. Use drush help to see the options for these commands: drush help sitewide-alert:create.
The order of the displayed alerts can now be changed on the configuration form (/admin/config/sitewide_alerts).
Cache time for downstream caches is now configurable. This release also introduces an experimental sub-module that adds support for the Domain module. Please report any issues or feedback for the experimental Domain access support in the issue queue.

Upgrade note: The wrapping HTML element around alerts was using the ID "sitewide-alert". This HTML ID has been removed. If you were using the selector #sitewide-alert in your theme, you may need to adjust your theme.
Bugfix for scheduled alerts not showing if using Drupal's Page Cache.
If using the Redis module for page cache, scheduled alerts still may not show unless the patch mentioned on the project page and in the readme.md is applied.
This release adds a new permission, Administer Sitewide Alert settings, that must be added to any role that will need to adjust the global settings (available styles, and usage on administration pages).
