Resolves #3608634: Permission grants inventory and Inventory dashboard section

The check (full inventory, OK, never gates), the Inventory section (holdings + own paged movement feed), lens-based feed routing with boundary transitions in both feeds, CLI table OK-collapse, and two store riders (persistRun partiality from the report; remediation refresh on open rows).
