Resolves #3608752: Trend chart plots partial runs as full data points

Complete runs only, plus review-round additions noted on the issue: severity filter now scopes the chart + data table, SVG-native hover tooltips (paint-order fixed), and span-based last-run-per-bucket sampling with disclosure. See the issue summary and comment.
