Issue 3491227: Add simpleSAMLpath minimum required version to 2.3.5 for CVE-2024-52596 and remove dev version support.

Noticed that the pipeline is now failing: https://git.drupalcode.org/issue/simplesamlphp_auth-3491227/-/jobs/3600469.

Not sure how to fix that since it seems to conflict for example with Drupal 11 requirements for Twig.
