Updates the maps

Jason Murray requested to merge map-updates into 1.0.x

Switches from AlbersUsa to Mercator projection for all states and territories with the exception of Alaska, which is too far north for Mercator to work without causing distortion.

Clean up action plugins as well.

Begin adding some ARIA attributes as a starting point for 508.
