Based on https://www.drupal.org/docs/develop/creating-modules/defining-and-using-your-own-configuration-in-drupal and the example in user.config_translation.yml I think the first line is supposed to match the base_route_name - in this case "section_library.admin_index" instead of section_library.settings

changed this line in version 10 of the diff

It is arbitrary. It is a plugin ID so you can put what you want.
