Issue #3553986: Add Event to alter OneLogin SAML configuration before instantiation

Adds a new LIBRARY_CONFIG_ALTER event that allows modules to modify the SAML PHP Toolkit configuration array before the Auth object is instantiated. This enables customization of advanced SAML settings not exposed in the module's UI, such as custom RequestedAuthnContext values and comparison methods.
