Issue #3626531: Fix undefined static method FormBase::actions()

AddEventForm extends FormBase, which has no actions() method (unlike EntityForm, which several other Rules forms extend). This override was dead code since FormBase never invokes actions(); buildForm() already builds the actions element manually. Removing it fixes the phpstan error and drops unreachable code.
