Issue #3626527: Stop storing entity storage as a class property

Inject the entity type manager instead of a specific entity storage service in RulesAction plugins and component resolvers, and call getStorage() at the call-site. This follows Drupal's recommended practice and resolves phpstan-drupal warnings raised by phpunit/ Upgrade Status.
