fix: #3628155 Submit the contact form without Ajax

Issue: https://www.drupal.org/project/rightup/issues/3628155

Adds a config action to recipe.yml that sets settings.ajax: false on webform.webform.business_contact, so the Business contact form on the Contact us Canvas page submits as a normal page request.

The Ajax POST (/contact-us?ajax_form=1&_wrapper_format=drupal_ajax) returned text/html (the whole page, about 67 KB) instead of Ajax JSON, which makes core's Ajax code print "Oops, something went wrong. Check your browser's developer console for more details." Reproduced on a fresh Rightup 1.0 build in English and in a second language. With Ajax off, submitting the empty form on a fresh build no longer shows that message; the form's own phone validation message shows instead. The config action was applied on a running fresh build through the same simpleConfigUpdate mechanism; the YAML in this MR was parsed but not applied from the MR branch.

GitLab CI: the merge request pipeline finished green, including the optional manual jobs.

Not verified: the root cause of the HTML Ajax response (probably how Canvas page routes handle the Ajax wrapper format), a successful submission end to end with Ajax off, the Behat suite beyond what the pipeline runs.
