fix: #3628100 Make the Live feed and Search views follow the interface language

Issue: https://www.drupal.org/project/rightup/issues/3628100

Adds the language filter the other Rightup views already carry to the two views that lacked it.

  • views.view.live_feed: langcode filter (interface language, und, zxx) on the default display.
  • views.view.search: Search API search_api_language filter with the same values, added through the existing views.view.search config action in recipe.yml.

Verified on a Rightup 1.0.2 site with Arabic translations applied (an opt-in translation recipe): before, the English home page ticker listed Arabic titles and the Arabic page listed both languages; after, each language lists only its own. An Arabic keyword on the English search page returned 8 Arabic results; after, it returns none of them, and the Arabic page still returns its Arabic results. The filters were added through the same config action the recipe uses (simpleConfigUpdate), and the search view validated clean afterwards. The Live feed view was not validated separately.

GitLab CI: the merge request pipeline finished green, including the optional manual jobs (Cucumber dry run, ESLint, Cspell, Composer validate). Not re-tested: a clean single-language install, where the filters should match everything because every item is in the interface language.
