fix: #3624946 Create the header search block components as actions

Closes #3624946.

A recipe imports its config before it runs its actions, so the header search Canvas block components were created before the views displays their plugins derive from existed. Creating them with createIfNotExists actions fixes the ordering. Same change already made for the Category facet in #3624922 and for the equivalent components in Varbase Search Base.

Measured on a fresh Varbase 11 browser install with the RightUp template, before and after:
