feat: #3624922 Take the search page from Varbase Search Base

Closes #3624922.

The generic half of the search page now lives in Varbase Search Base, so the site template requires it instead of carrying a copy. Same base-vs-template split as podcasts.

Dropped here, because the recipe provides them: the Content Type facet, the Search result view mode, and the Canvas block components for the results block and the date and results exposed filters. facets and better_exposed_filters go with it.

Kept here: the /search Canvas page, the Category facet and the news and podcast search displays — the template's own design, on its own fields.

The Category facet is now created by a config action rather than a config file. A recipe imports config before it runs actions, so as a file it was created before search_api.index.content gained category_name and Facets had no query type for it, which failed a fresh install.

Every drupal/varbase* constraint stays at x-dev on this branch. Pinning to released constraints belongs to the release issue.

Verified with a fresh build and a fresh browser install on both Drupal CMS and Varbase 11: the install completes, /search is served by the template's page, both facets and the Date Published filter render.
