fix: #3621686 Remove the never-applied base recipes and stop shipping the Varbase demo content

Issue: #3621686

Two separate things, both about RightUp requiring Varbase recipes it should not.

1. Never applied — dependency cleanup, no behaviour change

  • composer.json: dropped drupal/varbase_dev_base and drupal/varbase_recipes.

Neither appears in recipe.yml, so nothing here applied them. varbase_recipes still arrives through drupal/varbase_admin_base, so nothing changes on disk. varbase_dev_base is development tooling that belongs in a project root, which is where Educare and Horizon Aid leave it.

2. Applied, and deliberately dropped — this one IS a behaviour change

  • recipe.yml: removed varbase_demo_content from the recipes: list.
  • composer.json: dropped drupal/varbase_demo_content.

Unlike the two above, RightUp really did apply this one, so a new RightUp site no longer gets the generic Varbase demo content. That is the intent: RightUp is the media / news / magazine template and ships its own content, so the generic Varbase demo set does not belong in it. Horizon Aid already does not require it.

An existing site is unaffected — recipes apply once, so content already created stays exactly as it is.

Result

Verified on the branch: RightUp requires 12 varbase_* packages and applies 12, with nothing required-but-never-applied left. composer.json and recipe.yml both parse.

Note for the other templates

Educare requires drupal/varbase_demo_content but never applies it — the same leftover as case 1 above, on a template that is already released. Varbase Starter requires and applies it, so it is correct there. Neither is touched here.
