Draft: Resolve #3271420 "Provide a means"

Bob McDonald requested to merge issue/rest_oai_pmh-3271420:3271420-provide-a-means into 2.0.x

This allows for template overrides, and so far, seems to work properly with mods, oai_dc (metatag), and the new plugin I'm working on. I don't have any experience with this area of Drupal, so I'm not quite comfortable that I haven't accidentally broken something important. I'd appreciate a review.
