#3204208 Support display names in recipient field

This merge request adds support for extracting email addresses from the To field where display names are in use, eg John Smith <john.smith@example.org>. I haven't touched the whitelist field – although that could be parsed the same way it might be clearer to keep that a strict list of addresses without names.
