3468300: Update EventSeriesSettings to use datetime form element.

Benjamin Rasmussen requested to merge issue/recurring_events-3468300:3468300_eventseries_settings_datefield into 2.0.x

This avoids the end-user accidentally writing a format that is invalid. Ideally, we'd save the value in config as UNIX, but there are too many moving parts to move away from "H:ia" right now.
