Route provider cache does not vary on all types of purl modifiers

  • CID should vary on host for subdomain and host modifiers
  • Use core's new extensible CID format introduced in 8.3 and cache 404 routes as false for speed.
  • Fix doc comments and get rid of unused PathValidator
  • Docblock changes and type hint updates for D11
