fix: #3434027 Remove incorrect use of bitwise operator in OecdPublishingController::buildRequestArchive()

This param should never had used a bitwise operator, however, before the replacement of EXISTS_REPLACE with FileExists::Replace in 640797e2, it didn't matter since the value returned by the bitwise operator was correct.
