Resolve #3442592 "Banner responsive image"

Closes #3442592

Adds responsive image style to the banner image when its in the background. Add back the UUID on image styles or the import breaks and they can't be edited. Adjust alot of twig and SCSS to accomodate the change from a background image, to an actual image.
