#3427970: Simplified Teaser component.

Couple notes about this MR. It's currently pulled from a specific project. The variant prop as well as the specific styles should be cleaned up to be more general for what a base Teaser should look like. The important things here are the simplified component file, twig file, consolidated CSS files, and Storybook example.
