#3227839 Add configuration schema for the prevent_term_delete module

Dan Munn requested to merge issue/prevent_term_delete-3227839:3227839-config-schema into 8.x-1.x

This looks to add some basic configuration schema, given that each vocabulary is a boolean, as is the delete - they become boolean value - the listing limit (even if 0) is an integer.

Similarly updated the configuration form to push the integer requirement for the config.
